USCIS cover letter generator for I-130, I-485, I-751 and N-400 packages

A USCIS cover letter is an optional first page that names the form you are filing and lists what is in the package. USCIS does not require a cover letter, and its filing tips only say to mark one with the type of submission and the form number[1]. Fill in the form below to get a Word file; it is a writing aid and not legal advice.

Free, no account. Nothing you type is stored. Check the letter against the form instructions before you sign it.

How to write a USCIS cover letter with the generator

  1. Choose the form. I-130, I-129F, I-485, I-751, I-765 or N-400, or type the number and title of another form.
  2. Enter the people and numbers. The applicant or beneficiary, the petitioner or the spouse filing jointly if there is one, and the A-Number and a receipt number if you have them.
  3. List the enclosures. Payment form, the form itself and your evidence go in the order USCIS recommends. Put every document that is not in English on its own line in the foreign documents box.
  4. Copy the USCIS address. Take it from the form's filing address page on uscis.gov, Attn: line included. Leave the box empty and the letter keeps a placeholder line.
  5. Download, check and sign. Open the Word file, compare it with your package, print it and sign above your name.

What goes in the package, in USCIS's order

USCIS's Tips for Filing Forms by Mail recommend this order for a paper package[1].

  1. The payment form, Form G-1450 for a credit card or Form G-1650 for an ACH debit, or Form G-1651 for an exemption from paper fee payment.
  2. Form G-1145, Request for e-Notification, if you want one.
  3. Form G-28, if an attorney or accredited representative files for you.
  4. The form you are filing, then any supplements.
  5. The supporting documents listed in the form instructions.

A cover letter is not on that list. Where the page mentions one, it asks you to mark the envelope and the cover letter with the type of submission, such as "Original Submission", and the form number[1]. The generator puts both on the RE: line and numbers the enclosures in the same order. Send copies, not originals, unless the instructions ask for an original, on single-sided letter-size pages[1].

Foreign documents and their certified translations

Any document in a foreign language goes in with a full English translation, certified by the translator as complete and accurate, and the translator's certification that they are competent to translate into English[2]. USCIS repeats the rule in its filing tips[1].

So each line in the foreign documents box becomes two enclosures, the copy of the document and the "Certified English translation of ..." right after it. A reviewer can then tick off each translation against its original. The letter also says that every foreign document comes with its translation and certification. The certification itself is a separate page, and the certificate of translation template fills it in.

I-485 cover letter

Where an I-485 goes depends on why you are filing. USCIS changed the filing locations on October 7, 2026, and accepts forms postmarked on or before November 9, 2026 at the old ones[3]. Family-based applicants find their Lockbox on a chart sorted by where they live[3]. If you mail a related form in the same envelope, such as an I-765 for the (c)(9) category, write your name, date of birth and A-Number the same way on each form[1], and add the second form to the enclosures box.

I-751 cover letter

Couples filing jointly file in the 90 days before the conditional residence expires, and USCIS rejects a joint I-751 sent earlier than that[4]. The address depends on the state you live in, with the Elgin and Phoenix Lockboxes splitting the country[4]. Enter your spouse in the second name field and the letter lists them as the spouse filing jointly.

I-130 and I-129F cover letters

For an I-130 the address depends on where you live and on whether you file an I-485 at the same time, and the I-130 can also be filed online[5]. Its filing locations also changed on October 7, 2026[5]. On a petition the letter names the petitioner first and the relative or fiancé(e) as the beneficiary.

N-400 cover letter

N-400 applicants applying through military service send their form to a separate Lockbox with its own Attn: line, and everyone else uses an address set by the state they live in[6]. Foreign marriage, divorce or name change records in the package go in the foreign documents box like any other.

Where LoreAI fits

LoreAI is not a certified translation service and not a law firm. The generator fills in a letter from what you type, stores nothing, and does not check your package. For questions about eligibility or evidence, ask an immigration attorney or an accredited representative.

Where LoreAI helps is the translations on your list. Upload a scan or a phone photo of each foreign document in the LoreAI app and you get an editable English Word file in the same layout. Your first document is free, up to 3 pages. Someone fluent in both languages checks the draft and signs the certification, as the USCIS translation guide explains.

Questions people ask

Does USCIS require a cover letter?

No. USCIS's filing tips list the parts of a package and a cover letter is not one of them. They only say to mark a cover letter, if you include one, with the type of submission and the form number[1].

Can I use this letter for an RFE response?

Not as it is. The letter says Original Submission. RFE responses go where the RFE tells you to send them, not to a Lockbox[1].

Do I list the translations separately?

Yes, the generator does it for you. Each foreign document needs its English translation and the translator's certification[2], so the list puts the translation right after its copy.

Is this legal advice?

No. The generator is a writing aid that fills in a letter from what you type. It does not check whether your package is complete or whether you are eligible.
